In a closer shot of the Staverton grade crossing this small signal box appears to control the gates and signals. The main passing loop (siding) for the railway is located just to the west of this location and there is another signal box located there too. I believe the small signal at the base of the semaphore indicates for the siding in the distance where some work equipment is stored.
