Staff have been working with School District 62, stakeholders, and a consulting team to produce a 50 percent design drawing of the Demamiel Creek Pedestrian Crossing (DCPC) which connects the Sunriver/Phillips Road neighborhood and the multi-use sport box on Phillips Road to the Poirier/Journey school site and the town centre. This project was designed in two phases, a connector trail between Poirier Elementary and Journey Middle School and the trail and bridge construction across DeMamiel Creek.
Phase One was funded by a BC Bike 2019-2020 grant which extended the multi-use Ponds Park Corridor Trail from the Town Centre though the elementary and middle school site to the edge of DeMamiel Creek ravine by constructing 280 meters of multi-use trail, one raised multi-use crosswalk, four sidewalk letdowns, and widening of 90 meters of the existing sidewalk. Construction was completed in June, 2020.
Phase Two will build 400 meters of new trail, 40 meters of boardwalk, and a 40 meter bridge over DeMamiel Creek. It will also provide grade improvements to 180 meters of existing trail and a signalized crosswalk on Sunriver Way. This connection will focus on active transportation, incorporate educational signage for natural and cultural history, and integrate the Sun Run wayfinding strategy. A development permit will be required prior to construction as well as permission from the Agricultural Land Commission, Ministry of Environment, and the Archaeological Branch. All of the necessary approvals must be obtained and the project must be ready for construction at the time of funding announcement (estimated to be fall, 2022). Staff are working to obtain the required approvals by that time. Further, Staff are working to receive letters of support from stakeholders for this application.
Class B cost estimates indicate that the total project value of this project is $2.179 million which includes a standard 25 percent contingency. Actual costs will not be known until the tender process is complete pending grant approval and Council authorization. It should be noted that with plenty of upcoming construction projects, rising fuel and oil costs, we are anticipating instability in the construction market in 2022 and perhaps beyond (ie. low competition and high bid prices).
Given site logistics and project timelines it is expected that the project could be initiated in 2023 and completed by the summer of 2024. This meets the requirements of the grant which requires completion in 2026.
