With the rebuilding carried out in CP Rail's shops, the
cost of this program including acquisition of new units, would be about $200 million. A ten-year period for the
program was suggested as the optimum considering the time required to carry out the rebuilds, the need to establish a
feasible annual capital investment schedule, and to offset risks of a sudden surge of attrition or of postponing the
program.
CP Rail management has taken the decision to proceed with this ten-year program aimed at
providing the railway with a compact, more powerful, reliable and dedicated locomotive fleet at the least cost. As the
program unfolds, it will be assessed annually as to costs and accomplishments as well as future requirement so that
manpower, facilities and capital will be used most efficiently.
